Quests, in general, are your best source of Experience (if not gold), and Promotion quests allow your party members to learn greater skills and abilities, along with extending the statistics they gain when they raise a level. You can reach level 65 or so with all of the quests in the game (without Learning). Well that's about the level I ended the game with. Note that for the second promotion quests, you need to have chosen the Light or Dark path. This is done by choosing Judge Fairweather or Sleen when Judge Gray dies.
